Sound Tax Policy

During debate on legislation to implement a sales tax holiday, I spoke about the fact that sales tax holidays have traditionally done little to boost the economy. Families of low- and moderate-income will continue to buy groceries and other essentials at the same rate they always do. It is people of higher incomes who will purchase big-ticket items to take advantage of the sales tax cut.
